JOB OVERVIEW
Responsible for reviewing all appraisals for Consumer, Loans for accuracy and compliance with Collateral Underwriter and ensuring that all Consumer Loan appraisals are in compliance with state and federal regulations, following company policies and established Standard Operating Procedures (SOPs). Work within a team to ensure loans progress through the pipeline efficiently and effectively and that the consumer loans close within the standard Service Level Agreement time period.


PRINCIPAL ACCOUNTABILITIES
Accurately review Consumer Loan appraisals to ensure appraisal unit volume is below defined targets, completed within the required timeframes and meet Horizon Bank risk tolerance levels. Represent the Bank to both internal and external customers in a courteous, professional manner in face-to-face, written and telephone communications. Accountable for adherence to compliance standards, quality of documentation, timeliness and volume of loans closed. Actively protect confidentiality of customer and account information. Demonstrate Horizon Bank's commitment to the communities in which we serve through active involvement in local organizations and events.


DUTIES
• Review and analyze incoming appraisals with regard to comparable selection, accuracy, exhibits, attachments and methodology using CU, and other third party systems such as Zillow for compliance with state and federal regulations to ensure the value is acceptable for Horizon Bank's purposes
• Examine and verify authenticity of appraisal submitted for determination within an established time frame.
• Effectively underwrite appraisals and upload changes into the UCDP portal within the specified timeframe.
• Review the appraisal report using third party valuation system such as CU and UCDP SSR findings report for discrepancies, compliance, over-evaluation and appraisal quality risk flags and subsequently request corrections to the report, updated SSR and/or Collateral Underwriter findings.
• Review approval conditions that are submitted within SOP guidelines
• Input appraised value and appraiser information into Consumer Loan system for data integrity
• Communicate regularly with appraisers, consumer underwriters, document prep advisors and Retail Branch Staff regarding progress of appraisal approvals, corrections and denials.
• Work closing with HB Appraisals for compliance with updated license and E&O insurance
• Work closely with appraisers to correct/update reports as needed, and communicate with Consumer Lending staff on outcome.
• Review corrected appraisals for value reconciliation.
• Provide technical assistance and support to the entire Consumer Lending team using knowledge of the, Consumer Loan functions, operating systems, and applicable regulations.
• Report suspicious transactions or unusual occurrences to supervisor.
• Adhere to Consumer Policies including but not limited to Philosopy and Mission, Geographic Lending Area, Loan Types, Acceptable Collateral, and Consumer Lending Real Estate Appraisals /Appraiser Independence.
• Perform all work in compliance with established regulations, policies, Standard Operating Procedures (SOPs), and instructions.
• Maintain customer confidence and protect bank operations by keeping information private and confidential.
• Conduct and document periodic audit findings presented by internal audit, and/or outside audit companies, as requested. Perform all work in compliance with established regulations, policies, Standard Operating Procedures (SOPs), and instructions.
• Participate in ongoing skill, compliance, product, market, risk management and security training as required for the position and apply knowledge in performance of daily tasks
• Provide coverage for Appraisal Coordinator and Mortgage Loan Review Specialist and adhere to job responsibilities as needed


QUALIFICATIONS AND SKILLS
• High school diploma or equivalent required; college degree in business, finance or related field of study preferred.
• Minimum of 2 years' experience underwriting mortgage loans to secondary market and agency guidelines and/or 2 years' experience in mortgage or consumer loan appraisal review
• Preferred Consumer Loan Underwriting, Mortgage Loan Underwriting, FNMA Desk Top Underwriter and/or Collateral Underwriter skill set
• Thorough knowledge consumer loan programs and industry standards as they relate to consumer lending
• Exceptional organization, time management and follow-up skills. Excellent interpersonal skills and ability to communicate effectively with customers, bank employees and outside service providers.
• Ability to follow detailed instructions and a wide range of procedures requiring superb analytical skills and sound judgement.
• Ability to perform complex mathematical computations using various business machines and/or computer programs such as MS Excel.
• Must have proficient typing and computer skills
